GENERAL PURPOSE: Under general direction, manage the investment and banking functions in compliance with all applicable statutes and policies. Primary activities include the oversight and hands on management of investment and cash activities, policy and procedure reviews, updates and associated training. Manages the Agency's liquidity position, maintains cash flow forecasting tools and develops investment strategies, policy and procedures; acts as the Agency's expert in payment solutions for fare collections and invoices processing. Assists in the management of debt portfolio and funding strategies.
ESSENTIAL FUNCTIONS: The following duties ARE NOT intended to serve as a comprehensive list of all duties performed by all employees in this classification, only a representative summary of the primary duties and responsibilities. Incumbent(s) may not be required to perform all duties listed and may be required to perform additional, position-specific duties. • Plans, directs, coordinates, and reviews the work of assigned staff; assigns work activities and coordinates schedules, projects, and programs; provides constructive feedback; reviews and evaluates work and makes effective suggestions and recommendations. • Coaches, trains and motivates staff; coordinates and/or provides staff training; and manages employee relations; manages the workflow and prioritization of projects and measures the performance of the division and all related staff and takes appropriate corrective action when necessary; provides advice and counsel to staff; develops developmental work plans for staff; implements corrective actions, discipline and termination procedures as appropriate/necessary. • Monitors Agency cash flows and maintains cash flow forecasts; maintains and plans both short term and long term liquidity for the Agency; reviews bank reports, account analysis, and approves electronic fund transfers; manages relationship and contract with depository banks and liquidity providers; and evaluates bank services, products and fees. • Manages the Agency's large fixed income portfolios in compliance with statutory and policy parameters; tracking the set performance benchmarks to actual performance, and analyzing the composition of the total portfolio and making recommendations and adjustments in the total composition to optimize performance with changing market conditions. • Serves as the subject matter expert for the investment policy and procedures; prepares updates policy a needed for a changing environment, updates stakeholders on changing conditions that may impact the policy. Researches and analyzes securities and investment options as needed to meet agency goals and objectives. • Ensures accurate, timely reporting on investment portfolio for senior management and Board; identifies, makes recommendations, and implements investment strategy consistent with integrated asset-liability management policy; manages relationship and contract with investment advisors, brokers/dealers and custodian bank. • Approves refunds and treasurer's check payments; manages relationship and contract with merchant service providers and revenue service provider; supervises TVM transaction reporting and reconciliation; participates in the upgrade and expansion of the TVM network; budgets merchant service and revenue service expenses and determines service needs (routes, frequencies, etc.). • Serves as the subject matter expert for payment solutions in support of the creation and implementation of the next generation fare collection systems. • Assists the Treasurer to monitor refunding of existing debt and planning of new debt. • Provides input to the division's annual budget; makes recommendations and forecasts for future funds needed for staffing, equipment, materials, and supplies; review status of POs and budgets. • Prepares responses to investors, media, public and Board inquiries; understands and keeps abreast of industry trends, ensures processes, policies and practices are interpreted and applied consistently and effectively; ensures accountability and compliance with all current and applicable state and federal laws, Agency policies and procedures, rules and regulations. • Other duties as assigned.
MINIMUM QUALIFICATIONS: Education and Experience: Bachelor's Degree in financial management, accounting, economics, business administration, public administration or closely related field and eight years of professional experience in assigned area, which includes three years of staff supervisory, budgetary, and management of banking, investment/investor and reporting functions; OR an equivalent combination of education and experience.
Preferred Licenses or Certifications: Chartered Financial Analyst (CFA) or Certified Treasury Professional (CTP)
Required Knowledge of: • Operational characteristics, services, and activities of a treasury division and associated fiscal and investment functions. • Cash flow forecasting, budget, financial analysis and modeling skills. • Understanding investment instruments, financial market and banking practices. • Program/project management techniques and principles. • Accounting theory, principles, and practices. • Generally Accepted Accounting Principles (GAAP) and Government Accounting Standards Board pronouncements (GASB) principles and government regulations. • Public finance and knowledge in debt issuance and management. • Fare collection and transit operations. • Applications of electronic data processing and analysis. • Pertinent state and federal regulations; Agency policies, procedures, rules and regulations. • External and management reporting requirements. • Principles and practices of program development and administration. • Principles and practices of governmental budget preparation and administration. • Report preparation. • Supervisory principles, methods and techniques. • Modern office procedures, methods, and equipment including computers. • Computer applications such as word processing, spreadsheets, and statistical databases.
Required Skill in: • Cash flow forecasting and financial modeling. • Utilizing personal computer software programs affecting assigned work and in compiling and preparing spreadsheets. • Establishing and maintaining effective working relationships with other division staff, management, vendors, outside agencies, community groups and the general public. • Interpreting and administering policies and procedures sufficient to administer, discuss, resolve, and explain them to staff and other constituencies. • Preparing and analyzing complex data and numerical computations and comprehensive reports. • Drafting, reviewing and negotiating complex agreements and contracts. • Maintaining confidentiality and communicating with tact and diplomacy. • Supervising the operations, programs, and services of the Division, including leading and delegating tasks and authority. • Responding to inquiries and in effective oral and written communication. • Researching, analyzing, and evaluating new service delivery methods and techniques. • Applying advanced project management techniques and principles.
PHYSICAL DEMANDS/WORK ENVIRONMENT: • Work is performed in a standard office environment. • Subject to standing, walking, bending, reaching, stooping, and lifting of objects up to 25 pounds.
